The big problem with the XM25 was that the 25mm grenades could not carry a heavy payload, so you needed to be extremely accurate with them for them to be effective. Which basically went against the entire design principle behind the whole program.
It is a cool idea, but to get a weapon with a useful payload and effective range, would basically have such harsh recoil that no human could fire it safely.
I don't agree that a non-missile man portable system is out of the question, the XM25 looks like it would be ideal for the task.

Maybe the best way to deal with enemy drones is through autonomous killer drones.
Cheap autonomous AI controlled drones should be able to scan for enemy drones and put a bullet in those that it finds.
